I have an iphone XR and it is connected to power and is charged, but I can’t find the option to download ios16, it says my phone is up to date. I have downloaded the only available option which was 15.7 but nothing else has come up?

Go into Settings, remove the beta profile, restart the iPhone, and check for updates again. If there isn't one or you get the same message, you may need to wait until Apple's servers aren't as busy.
