Where can I find my current background picture on iPhone. I no longer have the photo on my phone or in my iCloud Photos for some reason and I don’t want to lose the photo.

I'm afraid, you wallpaper photo has to be part of the photo library to be able to choose it again for the use as a background or lock screen wallpaper.

Change the wallpaper on your iPhone - Apple Support

I was lucky enough to still have the photo I used in iOS 15, after I upgraded to iOS 16 and wanted to change the size of the fonts.
