The very limited hardware and software requirements are laid out in this Apple article:


Use your iMac as a display with target display mode - Apple Support


Of all the iMacs made since 1998, only a limited subset made from Late 2009 through Mid 2014 could act as a monitor for another Intel Mac via TDM. They could run not be running higher a macOS than 10.13 High Sierra.


Also, no M-series (Apple Silicon) Macs are supported for being the video SOURCE for a TDM-supported iMac. The source Mac must be Intel and running macOS 10,15 or older.


Apple started the deprecation of TDM in Late 2014 and threw the last shovel of dirt in its face in early 2020. It is dead tech.


The other consideration is cost. For Thunderbolt Intel Macs, the cabling and adapters required to connect to a supported iMac could cost and much as a decent free-standing monitor.
