Fastest Run Badge shows Elapsed Time Rather then Workout Time

The new badge Fastest X (Fastest 5K in my case) shows a time of 31:08 which equals the 'Elapsed Time' of this run. The actual time that I ran was 25:01 (the 'Workout Time'). The discrepancy is due to having to pause the workout timer while waiting at intersections for the traffic lights.


I am sending two screenshots that illustrate this (the badge and the corresponding workout details screen).


Why wouldn't the badge reflect the 'Workout Time' as this is what I ran the 5K at in reality? I understand that during waiting at a light my HR recovers so it's not really 'fair' either as opposed to running on a track, however, almost 6 mins added in this case makes not sense either...
