Apparently something is using the camera. It might be a Login Item: Open items automatically when you log in on Mac - Apple Support.

"Safe Mode" temporarily disables login items. Start your Mac in "Safe Mode" and determine if the LED illuminates while in that mode: How to use safe mode on your Mac - Apple Support.

If you determine that a Login Item is responsible, you can remove it: Remove login items to resolve startup problems on your Mac - Apple Support.

If your Mac is "managed" (generally applicable to Macs owned by educational or corporate institutions) those Login Items can be hidden: Login Items MDM payload settings for Apple devices. And, if your Mac is "managed", you may not be able to remove those Login Items.
