Complete uninstalled Xcode & Command Line Tools — still getting CLT updates

A couple months ago I complete uninstalled Xcode and Command Line Tools using the instructions from developer.apple.com, but today I got notified of system updates, including Command Line Tools for Xcode 14.0.

So I used Find Any File to hunt down anything with "Command Line Tools," "commandlinetools," or "cltools" in the name, and found a bunch of stuff I'm apparently not allowed to delete, most of it either...

  • .pkg files in ~/Library/Updates
  • .plist and .bom files ~/Library/Apple/System/Library/Receipts

I'm assuming these are the problem, but I don't know how to get rid of them if I don't have permission to delete them. Do I have to jump through all the hoops of disabling SIP before I can get CLT the heck off my computer? Is there some other way of doing this? Or am I completely off-base about the source of the problem?

I also found Install Command Line Developer Tools.app and Xcode Previews.app in ~System/Library/CoreServices. But I'm assuming those aren't the problem and are best left alone.

Oh, and today's updates also included macOS 12.6, but after quitting System Prefs, when opened up Sys Prefs again, 12.6 isn't listed anymore as one of the updates. Thoughts on that would be appreciated too.
