I bought an iPhone 6s from someone I started using it but was unable to login my iCloud so I decided to reset the iPhone now I am unable to login my id cause it’s asking for the person Id and I’m unable to contact the person help

If you can't reach the previous owner whose ID is on the device and have them go to https://www.icloud.com/find/, erase the device, then remove it from their account, then the device is useless. Apple won't unlock it.
