Generally, you cannot.
If you use iCloud messages, there is no way to recover a deleted message.
If you do not use iCloud messages, and you have a device backup that may contain the message: Factory reset your device to delete the contents entirely. Then, set up your device using your backup that may contain the message(s). You'll lose anything new since you last backup but you might get your message back.
