Hey there Mo_nique,
Upon lookin up the Netflix app compatibility information on our own device in the App Store, it does list having iPadOS or iOS 14.0 or later installed to work. As you have the latest version already for your iPad model, this app isn't compatible with it.
You can view this information by searching for the app in the App Store, scroll down to 'Information', then check under the 'Compatibility' section.
