I forgot my icloud

I forgot my icloud email and I activated the Find my phone feature and I can't open it now, knowing that my phone is iPhone 13 Pro Max and I'm from Iraq and I don't hope the purchase has arrived because it is sold in stores, we don't have a branch of Apple Please help me without resorting to illegal methods

HOW DO I ACCESS ICLOUD EMAIL IF MY ACCOUNT IS LOCKED??? I am in a very unfortunate situation where 1) my mother's phone was stolen, 2) she does not remember the icloud password and was thus locked out, 3) we turned on account recovery but now we have 27 days to reset the password. On top of that, I think we DO remember the password now, and apple says I can cancel the account recovery --- with email instructions sent to the apple ID email (WHICH IS the icloud email, that we are locked out of). Additionally, I can unlock the account via email or phone verification. Problem to apple - the phone is stolen and I cannot get the text. I cannot get into icloud email because I was locked out of it. It's so frustrating and we think this phone is still active, alive, and retrievable somewhere (along with our other personal and very important valuables) if we can just access find my iphone/icloud but this delay has caused much frustration and anxiety. Apple support has been so unhelpful and wish they would change this policy. There should be other identifying information that should give you access/rights to your own device and data.

I need to disable find my iphone but have changed Apple ID and email - I don't have access to the old email account for verification I had an old iPhone 6 that bombed out years ago. I recently gave it to someone who had it repaired and is now trying to use it. However he cannot restore factory settings, as he is being told to turn off 'find my iPhone'. This phone is still displaying my original email address as the Apple ID. I am no longer able to access this email, so I cannot have any verification sent to it. How can I change the Apple ID on the phone, to allow him to reset everything that he needs to? I have changed my primary email address and Apple ID details, but to add a new email address requires Apple to send an email verification to the old address, which I cannot access. Just trying to help the guy get full functionality to the phone which he has worked really hard to save to have repaired.
