How can i detect an iphone as an hotspot with the apple tv device? I would like to use the bandwidth on the phone. Is it even possible?

To Apple TV, the phone hotspot would be one of the detected Wi-Fi networks to connect to. Learn how to connect to Wi-Fi - Apple Support.

A hotspot on iPhone would have the network name matching the iPhone device name.

Note that not all mobile providers allow streaming TV through phone hotspots. See their terms and conditions.

Note that streaming to TV uses loads of data (usually higher quality than streaming directly on the phone), which may exceed mobile provider limits after a some hours of streaming. Hotspot use may be metered separately. Even most “unlimited plans” have a data cap. E.g. “15 GB/month” is sufficient for 1h20m/month at 25 Mbps (4K HDR), or 4h10m/month at 8 Mbps (1080p HD). “50 GB/month” is sufficient for 4h26m/month at 25 Mbps (4K HDR), or 13h53m/month at 8 Mbps (1080p HD).
