Can I upgrade my iPhone 13 Pro Max to iOS 16?

i want to know if i can upgrade my iphone to the latest model through Apple Store.
however i’m not enrolled in upgrade program.

There is no "upgrade" program from Apple, but there is a "trade in" program that would allow you to return your iPhone 13 for a new iPhone 14 and pay the difference in cost between the regular retail and value of your trade in.
