Why is it required to put my credit card when changing countries on Apple ID?

I have moved countries more than once, now I want to be able to download apps which are available only in the country where I live now. Changing countries requires that I put payment on my anpple ID and I’m not happy to do that as I had regularly small charges before from Apple that I didn’t even know what for?! If I want to make purchases online I’ll do that but Apple doesn’t have to have my card registered on my if. Another thing it is required also that I put my full home address and Apple ID have all information about me except my shoe size (which they probably have as well).

Credit card is used for verification purpose, one to verify that you're from said country.
