It helps to know the exact model of the Mac as well as the version of macOS previously installed. To get the exact model of the Mac enter the system serial number here:

If you have access to another Qualifying Mac, then you may also be able to create a bootable macOS USB installer assuming the Mac with no OS is able to boot from USB. Booting from USB is disabled by default on 2018+ Macs and must first be enabled by using the Startup Security Utility only available from Recovery Mode or Internet Recovery Mode.

If you have a 2018+ Mac and you have access to another Mac running macOS 10.15+, then you can "Restore" the firmware which will push a new OS onto the internal drive of the Mac.
