Inserting blank page in between existing app home pages

I know that you cannot have a BLANK screen on either an iPhone or iPad. But let's say that you have on your iPhone 11 screens filled with apps. Most people would add their next set of apps to Page 9. That is not what I want to do. I know how to do that.

What I want to do is to add my next set of apps IN BETWEEN PAGES 4 AND 5. The "blank screen" that I would add more apps would be BETWEEN TWO ALREADY FILLED SCREENS.

How do I do that?

What I ended up doing was to add a page with one app on it (almost blank) and then move it around to where I wanted it and load it up with apps I wanted to put on blank page
