ios 16 and watch os 9 weather data wrong and inconsistent

I live in Berlin Germany. Since updating to iOS 16 and watch OS 9 the weather apps do not show the correct data. For example my ‘location’ is in central Berlin, but the location weather is very different from when I look at the weather in the app for the city of Berlin, Germany. Neither are remotely correct.

My partner has iOS 15 and watch OS 8 and the weather data on those devices is completely different from what I see on mine. (Same location). The weather on these iOS 15 and watch OS 8 devices matches the real weather conditions.

A further observation is that on the iOS 16 Lock Screen weather widget on my iPhone shows 50% chance of rain (probably correct because it is raining now) but clicking on the widget opens the weather app showing 0% chance of rain right now.

I have shut down and reopened the apps on both phone and watch. I have rebooted the phones and watch. And I have waited a day in case it was just a glitch. I attach screenshots of the Watch OS 9 and Watch OS 8 weather taken at the same time in the same location.
