Will I lose the ability to sync with iTunes 12.9.5.5 in Mojave if I update an iOS 13 device to iOS 15 or 16?
And if so, what can I do if I am still using Mojave and don't want iCloud backup?

As far as I can tell iOS 16 is supported on El Capitan upwards, so there shouldn't be any issue if you choose to upgrade your iOS device.
