Settings > Privacy & Security > Developer Mode

If you want to summon Developer Mode and its prompting, you need to perform a development-related step. You will want to connect your iPhone to a Mac and enable developer mode on the iPhone, or connect the iPhone to Apple Configurator and load an IPA file and enable developer mode then. The triggers for enabling Developer Mode are the same. Viewing and turning off Developer Mode is now much easier.

Sorry, I don't know how to connect

Okay. So that I might better tailor a reply…

… why are you trying to load an IPA, and where did you get the IPA from?

… More generally, why are you looking to use Developer mode?

It’s unusual to be working with an IPA that you didn’t develop yourself, can be problematic for your local device security and privacy, and it doesn’t seem you’re particularly familiar with either Xcode or the command line tools as part of developing an IPA, nor with the existing or newer iOS 16 developer mode generally.

This question can go in a couple of different directions. One is toward development. Another is toward device management.
