iWork not syncing with iCloud and collaboration features not working

Backstory:

I had a 2012 MacBook Pro that I migrated to a 2018 Intel MacBook Pro. I recently bought a 16" MacBook Pro and migrated my information again. Both times via peer to peer migration assistant.

I couldn't get my iCloud Drive to fully sync with my new 16" MacBook Pro. So I followed some advice and I toggled off my iCloud Drive in system prefs, waited a couple minutes, and then turned it back on. I have given it time to redownload my files. However, I am still running into two particular issues.

(Keep in mind that iCloud works perfectly with the iWork suite on my iPhone and iPad. And I was still getting this issue when I migrated the first time to the intel MacBook Pro)

1. Older Pages and Numbers files will allow me to initiate an invitation to collaborate. However I have one file that will not for some reason. When I hit the share button, all I get is an endless circling animation as if something is trying to connect. There is nothing special about the file, and it opens up fine on the web app version of Numbers.

1. And probably the bigger issue, the same issue discussed above regarding not being able to initiate invitations and connect to iCloud for collaboration happens on all new files that I create. If I open up a new document, type a few characters, and try to start a collaboration, all I get is the endless spinning as if it is trying to connect.

Anyone have any feedback? Like I said, it works perfectly on iOS and iPadOS. So I am out of ideas.
