To be clear, are you wanting to create a new iCloud alias to go with your new Apple ID? If so, this page can help: Add and manage email aliases for iCloud Mail on iCloud.com - Apple Support.
If you're wanting to add the new Apple ID to the iPhone under Settings > [your name], and there is already an Apple ID linked there, you'll need to put the device back as new (factory settings), and log in with your new Apple ID credentials. Keep in mind, if you do this, any App Store or iTunes Store purchases you made will be removed from the device, and will only be associated with the Apple ID from which they were initially purchased.
