Not able to setup

Someone stole my Apple Watch that I haven’t use yet and put their info on it and now that I have it back it’s not letting me put mine on it.

If it's locked, go to Settings > General > Reset > Erase All Content and Settings. Again, if you don't have the password, this will not work.
