video loading behavior in Safari

I was away from home for a month and did not bring my MacBook Air M1 with me. Upon returning I found Safari behaving strangely. Whenever I play a video from a news site (such as CNN or Washington Post) the little spinning circle indicating loading never goes away. Also the video remains somewhat dimmed the whole time (see screenshot below as example).

First I suspected this might be due to some fault in my internet connection, so to check this out I opened the same url's in a different browser. The behavior I observed in Safari was not present, and the videos played normally.

What is going on with this?

I'm seeing the same behavior on my MacBook Pro (Intel). I recently did a software update to latest (12.6) which included a new version of Safari and that fixed the issue temporarily but it has since returned in less than 24 hours. I can initiate video playback but once the video begins to play all transport controls including volume, pause/play, etc. are all inoperable. I also see the dimmed video window and the white spinning circle continues to spin on top even as the video continues to play. This problem only seems to affect CNN videos as YouTube and BBC videos play normally.

I'm guessing there is something from some other safari session interfering with javascript in some way. I've tested using Firefox and it's not affected (i.e. normal playback). Very annoying.
