Did you reset it and set it up again?
Have you closed the home app to see if it refreshes up on relaunching?
If it still works I would just ignore it and it should resolve itself.

I removed it from the home app and from my iCloud, and re-added it back in to the home app, it shows up in iCloud. I have also since, unplugged it and let it restart, closed the home app, restarted the iPhone, iPad and iMac. This has been in this state now for 3 days, so I would have thought it would have finished it setup. The HomePod still works, plays music, but does not take any siri commands, etc. Will keep waiting for it to finish hopefully.
I also have restarted the network (eero pro mesh).
The iCloud servers might be busy due to heavy traffic from all the software updates. Sounds like you tried all the options
