Yes. Your iPad Air4 will be able to be updated to iPadOS16 - when it is released. While Apple have not yet announced a definitive release date for iPadOS16, release is anticipated for October.
iOS16 for iPhone was released 12th September (iOS 16.0.1 subsequently released 16th September). iPadOS 15.7 was also released 12th September - incorporating essential security updates.
