This is a user to user support forum. We don't have access to your account to see what the issue is. Try:

• If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support
• If your Apple ID is locked or disabled - Apple Support
• If your payment method is declined, or you have a billing issue in the App Store or iTunes Store - Apple Support
• Prevent in-app purchases from the App Store - Apple Support
• Contact iTunes - Official Apple Support
