If you mean can you erase an iPhone, which is open and not locked for any reason? Yes, you just open the Settings App > General > Transfer or Reset iPhone > Erase All Content and Settings.
If however, your phone is disabled or you see the restore screen on your iPhone, you must use a computer to restore the phone.
