Hi, can I enable FaceTime on iPhone 14pro bought in UAE in another country, let say Greece?
Yes. Change the region in Settings to one other than the United Arab Emirates.

Per the EAU government, an iPhone purchased in the UAE will not have FaceTime installed. To use FaceTime in Greece, you would need to purchase the iPhone there.
Thanks for the update, Neil! Always learning in these forums. My answer was based on an earlier post from someone in the UAE who said FaceTime was not even installed on his iPhone.
