Hey there Bryan7292,

Thanks for reaching out to the Apple Support Communities. To get started, does this issue occur in all apps that use landscape mode? If so, does this issue persist after a restart?

If unsure give that a try with the steps shown here: Restart your iPhone - Apple Support

How to restart your iPhone X, 11, 12, or 13
1. Press and hold either volume button and the side button until the power-off slider appears.
2. Drag the slider, then wait 30 seconds for your device to turn off. If your device is frozen or unresponsive, force restart your device.
3. To turn your device back on, press and hold the side button (on the right side of your iPhone) until you see the Apple logo.

While restarting may seem like a simple step, it can often help with resolving some unexpected issues like this.

Keep us updated on the results.

Take care.

This bug needs to be elevated to Apple Support, it's obviously a bug in iOS 16. I'm experiencing the same issue, a reboot does nothing. I am running iOS 16.0.3 on an iPhone 12 Pro. Only happens in Landscape mode.

In apps where it's possible to rotate the screen you can mitigate this by starting Guided Access (even if it looks messed up) and then exiting Guided Access. After you enter your password to exit Guided Access, you can rotate the screen to portrait orientation, and then rotate it back to landscape, and now it should show up correctly and you should be able to draw in the areas you'd like to disable. Unfortunately this does not work for games and other apps where the screen is forced into landscape orientation.

There are lots of disabled people who rely on this mode. Really not cool for Apple to have not bothered to test it on last year's phones.

In iPhone landscape mode(game), my options button on screen can’t be touched
