Either the portable charger is defective or the phone is defective. Are you using an MFI-certified cable→Why Counterfeit Lightning Cables Kill iPhones - Motherboard?

If it only happens with the portable charger don’t use it. If it happens using an Apple 20 watt charger (or any other Apple charger) the phone has a hardware problem.

There is one other possibility - you are charging it in a very hot location, such as the dashboard of a car in direct sunlight. In that case there may not be a problem with the phone or charger.
