iCloud storage downgrade

If I downgrade iCloud storage to free then resubscribe later (I’m changing account region), will the email addresses set up in hide my email be intact after resubscription?

Since the free level is still an iCloud account, and assuming you aren't changing your Apple ID used to log into it, there shouldn't be a problem. However if your have any data in excess of 5GB it may be deleted.
