The update didn't move them. When the Setup Assistant ran, it asked you if you wanted to enable Desktop & Documents in iCloud Drive and you approved it. Nothing actually, moved, though*.

Disable Desktop & Documents in iCloud Drive in the AppleID System preferences, iCloud Drive. See the last section of this article: Add your Desktop and Documents files to iCloud Drive - Apple Support

When it asks, you will have two options on the disposition:

1) Leave them in iCloud

A new, empty Desktop and Documents folder will show up in your home folder.

Drag the files from each Desktop and Documents folder in iCloud Drive into the newly created Desktop and Documents folders. Again, nothing was actually moved, so it will happen almost instantaneously. Nothing will be downloaded as it is still stored on your Mac.

2) Create an Archive in your home folder.

The files will appear in an iCloud Drive (Archive) folder. You can then move them from the individual Desktop and Documents folders back into your home folder Desktop and Documents.

*Nothing moved since the system uses hard links to make duplicate references to the original storage location on the drive. The data is all in the same place. The references to the location are all that changed.
