Being able to sign in to the Apple ID is important. To confirm, do you see a prompt to enter a verification code immediately before this message? If not, are you able to sign in to the Apple ID website with this account? If not, and you're presented with the same error, it's likely that a verification code isn't able to be sent to the number and you will need to request account recovery. This process would allow you the opportunity to sign in to the account and verify the phone number associated to the account, or update the number if needed.
