Is Apple spying on us with the builtin features of Facetime?

OK, the real question is why can't I disable the use of the camera for facetime? It's a badly behaved app that always turns the camera on when the app is running.

Welcome to Apple Support Communities. As stated in this resource Control access to the camera on Mac - Apple Support

 FaceTime, Photo Booth, and other apps that come with your Mac automatically have access—you don’t need to give them permission.
