How to recover the base operating system

So while wiping my old iMac, I accidentally chose the base operating system to delete. Now I cannot even get the iMac to boot up in utilities or recovery mode. It doesn't even give the apple logo. Just asks for internet access and gives an "!" mark in a flashing folder. Is there any way to re-install the base system?

See this Apple article for details on how to reinstall macOS (assuming your Mac supports Internet Recovery Mode).
