I believe that you can choose a setting that only allows specific contact. You can choose to manage your child's contact on the parents/guarding iPhone. There might be a toggle that disabled the ability of the child to manage contact, so they can't add someone to their contact. Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support
