Messages from Watch to iPad
How can I allow my sons texts to be sent from his cellular SE watch and be seen on his iPad Pro?

You cannot. The Watch cannot connect to the iPad nor send messages to it.
If the messages are sent as iMessage between Apple devices and he uses the same Apple ID on the Watch and iPad, they should be received by the iPad.
SMS messages to and from non-Apple devices will not be seen on the iPad.
