I am having trouble connecting my iPhone 11 Pro Max to my MacBook Pro 13 via bluetooth.

Correct, as there is no supported Bluetooth protocol to do so. While there many things that require Bluetooth to be turned on those devices, pairing in the traditional Bluetooth sense is not required. What are you hoping to accomplish?
