You have raised 2 unrelated questions. iPhones do not store contacts on your SIM card. So the SIM card is irrelevant.
If your contacts were stored in iCloud, see→iCloud: Restore contacts, calendars, and more in iCloud Settings
If your contacts synced to some other email provider you will have to used whatever tools they have.
