iOS 16 update - Notes no longer syncing

WHY did Shared notes stopped updating reliably. My husband and I use shared notes for years but now the don’t update reliably. Sometimes they sync but mostly not. Only thing that changed is we recently updated to iOS 16

iPad and iPhone sync issue in Notes I set up my iPhone and iPad to sync Notes and until recently everything was working perfectly. However, my iPad has stopped pushing updates to iCloud. Both devices have been updated to iOS 16.2 and both use the same Apple ID. I can see changes in Notes made on my iPhone show up on my iPad but changes made using my iPad stay local and do not appear on my iPhone. What is going on?

Where were the Notes? See the pic below. You will get your answer

The recently deleted folder will exist only if you deleted Notes from iCloud or from the "On My Phone" Folder. Deletion from other Folders does not use Recently Deleted Sub-Folder.
