MacBook Pro Safari: screen time is off; 'Clear History' greyed out.

This one really has me puzzled. Screen Time is off. But the 'Clear History' option in the History drop-down menu is greyed out. I am not able to open a private browser. I am not able to delete cookies in the Settings -> Privacy submenu. All actions that would be prevented if Screen Time was on.

I am also prevented from visiting certain websites (SFW) and prompted for my password, because a popup window says that 'Screen Time wants to make changes."

But Screen Time is off.

Is the Mac that you're using one that is managed in any way? For example, employers or universities can lock down varying functions for security, as detailed here: Use configuration profiles to standardize settings on Mac computers - Apple Support


View an installed configuration profile

  1. On your Mac, choose Apple menu  > System Preferences, then click Profiles .
  2. If you haven’t installed any configuration profiles, Profiles preferences isn’t available.
  3. Select a profile in the Profiles list to view information about it.


Remove a configuration profile from your Mac

  1. On your Mac, choose Apple menu  > System Preferences, then click Profiles .
  2. If you haven’t installed any configuration profiles, Profiles preferences isn’t available.
  3. Select a profile in the Profiles list, then click the Remove button .

When you remove a profile, all of its settings and information are deleted. For example, if the profile set up your email account, removing the profile deletes the account information from your Mac.

If you can’t remove a configuration profile, ask for help from the person who provided the profile.
