Did this feature go away on the latest update?

Hello no that feature did not go in the latest update. You may need to install the small update that is in your settings.

That “feature” never existed in the first place.
Sorry. Though you were talking about a notice that the phone was charged. No that has not gone away. It works just fine for me.
I thought if I put it under watch, it would be clear. I am referring to this:
The notification still works on my wife’s phone with 16.0 but not on mine with 16.0..1
Looks like the culprit is Watch 9.0. When I updated my wife's watch the notification stopped there too.
