Can’t call a number

I can’t make calls to one particular android phone number from my iPhone. It doesn’t matter what android phone the number is connected to - it just seems to be that number. I am not blocked by the person and I can call it via WhatsApp. I can received calls from that number. It’s not blocked in any way. The rest of my family can’t call it on their iPhones either but the person is being told it isn’t his phone that’s the problem

Any ideas?

The problem analysis of swapping of their SIM to other phones and others trying to call it it points to it being their network connection/SIM, they need to contact their network operator.

Whatsapp uses a different protocol using internet data not the line itself.
