Im pretty confused about the air tag. How would I locate my tag if it’s not in Bluetooth range or on WiFi?

Apple has a page for the AirTag which should answer most of your questions. See AirTag - Apple
AirTag uses Bluetooth to report its location in Find My, and it can use Bluetooth on devices in the Find My network, not just your iPhone.
For more recent iPhones - 11 or later - it can also be found with an exact location and distance in Precision Finding within Bluetooth range of your iPhone - about 10 metres.
