App Store not working using my iCloud account

So every time I go to the App Store to download anything I press get and sign in using my sign in and it accepts it and then it sends me a message saying my iCloud account has never been used in the iTunes Store to review my settings what do I do to fix this

When you get that message on your screen, tap Review to sign in, then review your account information.

Click Review repeatedly. 

Some people have only had a response after a second or subsequent click.

Try to download a free app at the App Store.

Log in at appleid.apple.com and make sure you have payment information stored there.
