iPad Mini 5th Gen does not show update for iOS 16, & I don't have any beta versions

I've googled this ad nauseam and the only options I see are for people that have downloaded a beta. I've never used any beta. The iPad mini has over 50 gb of unused space. The internet connection is fantastic and very strong. iPad mini 5 & 6 gens on Apple's site and others show iOS 16 is compatible. I've turned the device completely off and on several times. And I have two friends with the exact same problem that can't find anything online either. Just scratching my head here. Any thoughts?
