Unable to complete my apple id

I'm using iPad A1432, When I tried to download compactible application from app store it's asking to sign in apple tunes and when I click review it's poping up a page to complete apple id, i have selected India and accepted the terms and conditions but Next button is not working to move further..this issue facing when I tried to create a new Apple id..so only i have created a new Apple I'd in the iCloud.com. And another issue is cannot play music in music player and it's asking for not signed in to itunes error and next button option not working here. Please assist me out on this issue..i have reached the customer care and iplanet service center..

If you're having difficulty accepting the Terms and Conditions to set up a new Apple ID, we can recommend trying a different device other than your iPad to set up the Apple ID. This can help if there's a problem with your iPad and the Apple servers communicating.
