Why has my appstore and itunes being disabled?

I had a problem with my banking card in connect with fraud my card was stopped.

No my appstore and itunes are disabled is it because of that?

If you see a message that says "Your account has been disabled in the App Store and iTunes," contact Apple Support for help.
