Downgrading to a Lower macOS:

A. Restore from a Backup.

Have no Backup?...

B. Manually Downgrade.

If compatible, but it would take effort.

Simply. it's a matter of...

1. Creating a Time Machine Backup
2. Reformatting: the drive as required
3. Installing: the macOS
4. Importing: data from the Time Machine Backup.

Once upgraded your iTunes Music Library favorites, playlists and Photos Libraries/Albums can't be downgraded.

The music and photos themselves will be safe.

If you clone backed up your data from prior to the upgrade, you can still use that clone.

You can run internet restore to install the oldest operating system that shipped with the Mac on an external hard drive if you want to, and then install an intermediate update or upgrade if still available.

Keep in mind Mac OS Sierra and older systems can't see the content of High Sierra or newer.
