I want to re-add a person to the People Album on my iPhone, that I removed before as a person.
All the solutions that i find is through the the "i" details on a picture < add tagged person again. But the person is not tagged anymore on the pictures.
It seems like it is blacklisted from tagging.

I tested again on my iPhone with iOS 16.
After removing a person from the People album I had to hold down on the photo while viewing it enlarged to force a new scan. Then swipe up, because the faces thumbnails were hidden below the border. Only then I could add the person back.

The procedure is different, depending on the system version. Which system version is installed on your device?
I am on ios 15.5.
I tried to simulate your steps, but not sure what you mean by "hold down to enforce a new scan".
Maybe extra info to troubleshoot: Since I removed the person from the People Album, i took new pictures where the person is in it. All other new persons on the photo were tagged, but not the one i need 😛
