Is “iPhone Memory is Full” message popping up un iphone and iPad referring to Smart Cleaner app valid?

Getting a pop up on iPhone11 that also shows up on iPad on same account that says “iPhone Memory is Full” with link to app store to install Smart Cleaner. iPhone has over 100gb free storage.
